Northwest Arvada
Approved in January 2010, this 2032-acre urban renewal project area is generally located in the northwest quadrant of the City. The urban renewal area was originally approved in 2003 and was known as Jefferson Center. In 2010, the boundaries of the Jefferson Center project area were “shrunk” down around the only income producing property in the district – the 60-acre Plains End Power Plant. The project area is now referred to as the Modified Jefferson Center Urban Renewal area.
The Northwest Arvada Urban Renewal area was then created to cover that area that was just separated from the Plains End Power Plant. The effect was to create two project areas – one with the original creation date of 2003 (with the TIF clock running until 2028) and one with a new creation date of 2010 (with a TIF clock running until 2035). The purpose of splitting the district into two project areas was to obtain more time to issue bonds to finance the next phase of infrastructure. In 2004, several developers partnered to create a large mixed-use development in what is now known as the Northwest Arvada Urban Renewal area and named it Candelas. In the fall of 2007 construction began on the infrastructure; water and sewer lines were installed along with drainage and roads. This work was financed through a $40 million bond issued in July, 2007 by the developers; the work was essentially completed by the end of 2008.
Candelas is a 1,451-acre mixed-use master planned community consisting of:
- Residential – 622 acres
1,489 single-family detached homes
2,227 – 3,185 single-family attached homes - Commercial
37 acres of industrial
388 acres of office business park
- Retail 269 acres of town center and regional commercial
The first residential project will be built in the traditional neighborhood fashion with alley-loaded garages, front porches, detached sidewalks, and tree-lined streets. This neighborhood will be located in the northeast portion of the project.
